The ICSS signs MoU with Germany’s Institute for Fan Culture

Doha, 15 March: The International Centre for Sport Security (ICSS), the not-for-profit sport security organization, has today signed a Memorandum of Understanding (MOU) with Germany’s Institute for Fan Culture at its second annual conference taking place in Doha, Qatar [14-15 March].

The Institute for Fan Culture (IfF) is a new academic institution led by Professor Harald Lange (Dept. of Sport Science at the Julius Maximilian University, Würzburg) and Co-Founder Martin Thein. Its international experts carry out research that explores the psychology and behaviour of fans around the world in an effort to understand the causes of violence and hooliganism at sporting events and what can be done to proactively reduce such behaviour at sporting events.

The MOU and research venture is part of the ICSS’s ongoing work to develop and share knowledge within the field of sport security and will actively involve fans from a variety of social groups, as well as leading sporting organization’s and security experts, to determine why fans exhibit extreme behaviour within a sporting environment, and what can be done to proactively reduce such behaviour at sporting events.

The announcement and signing of the MOU was made on the final day of the 2nd International Sport Security Conference [14 – 15 March]. The Conference has brought together over 300 key decision-makers, experts and practitioners in sport from around the globe.

Delegates were today presented with the panel: Taking a Stand: Addressing Hooliganism and Violence in Football. This session was addressed by Magdy Abdel Ghany, President of the Egyptian Professional Footballers’ Association and Board Member of the Egyptian Football Association. Mr Abdel Ghany has been at the forefront of calls to make football safer to help prevent tragedies such as the one at Port Said in January this year. He was joined on the panel by David Dein, Former Vice Chairman of the Football Association and one of the founding architects of the Premier League in England, who presented a new documentary on the formation of the Premier League and measures taken to improve the safety and security of fans at stadia across England.

The conference session also heard from Helmut Spahn, Executive Director of the ICSS and Head of Security for the 2006 FIFA World Cup Germany™, who has over 30 years experience in security, specialist training, stadium and crowd management.

Mr Spahn said: “There is an essential need to understand the thinking and motivation of different fan groups. Knowing why violence and misbehaviour occurs is the single most important factor in helping us create successful concepts to prevent them. Fan culture differs by sport and by global region this is why research in field of fan culture is necessary. Of course, knowledge of fan culture and how best to address violence, will only work effectively alongside well-designed infrastructure and first-class safety and safety and security management.”

Speaking of the signing of the MOU with Institute of Fan Culture, Mohammed Hanzab, President of the ICSS, said: “Today’s Conference presentations and recent events in Egypt have tragically reminded us of the critical importance of hosting safe sporting events. The ICSS is committed to enhancing safety and security in the world of sport and this new project is a critical step towards our goal of becoming a global hub for sport security expertise. I look forward to working with the team at the IfF and the University of Würzburg in the coming months. Our research collaboration will provide an important step in understanding sports fans around the world and what influence politics and society have on their behaviour today.”

Professor Harald Lange of the Institute for Fan Culture said: “The IfF brings together leading academics from the field of sociology, political science, criminology and social psychology as well as sporting experts. Our new partnership with the ICSS is an important step in helping us to understand and address fan violence and extremism at major events.”

المركز الدولي للأمن الرياضي يوقع مذكرة تفاهم مع معهد معهد تثقيف المشجعين (Institute for Fan Culture)

الدوحة، 15 مارس 2012 – أعلن المركز الدولي للأمن الرياضي، وهو منظمة غير ربحية مقرها الدوحة وتعني بشئون الأمن الرياضي، اليوم عن اتفاقية تعاون جديدة مع معهد تثقيف المشجعين (Institute for Fan Culture) ومقره ألمانيا.

ويقود تلك المؤسسة الأكاديمية البروفيسور الدكتور هارالد لانجي (قسم العلوم الرياضية بجامعة جوليوس ماكسميليان في فورزبورج)، وبالتعاون مع شريكه المؤسس الدكتور فيل مارتين ثين.

وأنشئ معهد تثقيف المشجعين (Institute for Fan Culture) لاستكشاف سيكولوجية وتصرفات جماهير الرياضة في شتى أنحاء العالم ومن ثم استخلاص الشواهد الأكاديمية في مجالات علم الاجتماع والعلوم السياسية وعلم الجريمة وعلم النفس الاجتماعي وأيضا الرياضة وذلك من أجل البحث في دوافع ومسببات العنف الجماهيري والتعصب وظواهر الهوليجانز (وهو المصطلح الذي يطلق على مثيري الشغب من جماهير كرة القدم) التي تعتري عالم الرياضة في الوقت الحاضر.

وتعد مبادرة مذكرة التفاهم والبحث جزءًا من سعي المركز الدولي للأمن الرياضي المستمر لتطوير المعرفة ومشاركته في مجال الأمن الرياضي والذي سيشمل بشكل فعال المشجعين من الفئات الاجتماعية المختلفة وكذلك المنظمات الرياضية الرائدة وخبراء الأمن لتحديد أسباب ظهور السلوكيات الحادة للمشجعين في البيئة الرياضية وما الذي يمكن اتخاذه مسبقًا لتقليل مثل هذه السلوكيات في الأحداث الرياضية.

وتم الإعلان عن توقيع مذكرة التفاهم خلال اليوم الثاني والأخير من مؤتمر الأمن الدولي للرياضة الذي اختتم الخميس وذلك بحضور أكثر من 400 شخصية عالمية بارزة من صناع القرار والمتخصصين في مجال الرياضة والأمن الرياضي من جميع أنحاء العالم.

وجرى يوم الخميس أيضا عدة جلسات من بينها جلسة: اتخاذ موقف: معالجة ظاهرة الشغب (الهوليجانز) والعنف في كرة القدم والتي تحدث فيها مجدي عبدالغني، رئيس الجمعية المصرية للاعبين المحترفين لكرة القدمز وكان عبدالغني اول من نادى بضرورة جعل لعبة كرة القدم أكثر أمانًا للمساهمة في منع حدوث أحداث مأساوية مثلما حدث في حادثة بورسعيد في شهر فيراير الماضي.

وانضم عبدالغني في هذه الجلسة إلى ديفيد دين، نائب الرئيس الأسبق للاتحاد الإنجليزي لكرة القدم وأحد مهندسي رابطة دوري البريمييرليج والذي قام بتقديم معلومات جديدة عن تشكيل الدوري الإنجليزي والمعايير التي تم اتخاذها لتحسين الأمن والأمان للمشجعين في ملاعب إنجلترا بالكامل.

وتحدث أيضًا في جلسة المؤتمر السيد هيلموت شبان ، المدير التنفيذي للمركز الدولي للأمن الرياض ورئيس الأمن في نهائيات كأس العالم 2006 الذي عقد في ألمانيا ، والذي يملك خبرة في الأمن والتدريب الاختصاصي وإدارة الملاعب والجماهير تتخطى حاجز الثلاثين عامًا.

وقال السيد شبان : “هناك حاجة أساسية لفهم فكر ودافع مجموعات المشجعين المختلفة، ففهم أسباب وقوع حالات العنف والسلوكيات الخاطئة هو العامل الأكثر أهمية لمساعدتنا في إنشاء مفاهيم ناجحة لمنع وقوع مثل هذه الأحداث مجددًا. حيث أن ثقافة المشجعين تختلف من رياضة لأخرى ومن منطقة لأخرى ولهذا السبب البحث في مجال ثقافة المشجعين أمرًا ضروريًا.

وبكل تأكيد، لن يكون للمعرفة بثقافة المشجعين وفهم الطريقة الأفضل لمواجهة العنف دورًا فعالاً إلا مع بنية تحتية مصممة جيدًا وإدارة متميزة للأمن والأمان”.

وفي إطار الحديث عن توقيع مذكرة التفاهم مع معهد تثقيف المشجعين، قال محمد حنزاب رئيس المركز الدولي للأمن الرياضي: “العروض التقديمية للمؤتمر والأحداث المؤسفة التي وقعت مؤخرًا في مصر ذكرتنا جميعًا بمدى أهمية استضافة أحداث رياضية آمنة، ويلتزم المركز الدولي للأمن الرياضي بتعزيز الأمن والأمان في عالم الرياضة وهذا المشروع الجديد هو خطوة هامة نحو تحقيق هدفنا في استضافة بطولات رياضية آمنة في الدول الناشئة، ولا يسعني القول سوى أنني أتطلع إلى العمل مع الفريق في معهد تثقيف المشجعين وجامعة فورزبورج في الشهور القادمة ، حيث أن تعاوننا في هذه الأبحاث سيشكل خطوة هامة نحو فهم جماهير الرياضة وما التأثير الذي تخلفه السياسة والمجتمع على سلوكهم في الوقت الراهن.

وقال هارالد لانجي من معهد تثقيف المشجعين: “إن المعهد جميع الأكاديميين الرائدين في مجال علم الاجتماع والعلوم السياسية وعلم الجريمة وعلم النفس الاجتماعي وكذلك خبراء الرياضة” وشراكتنا الجديدة مع المركز الدولي لأمن الرياضي هي خطوة هامة لنا لفهم عنف وتعصب الجماهير ومواجهته في المحافل الكبرى”.

وانعقد المؤتمر الثاني للأمن الدولي الرياضي في الدوحة، يومي 14 و15 مارس، وضمت قائمة المتحدثين في المؤتمر كل من السادة:
