2nd International Sport Security Conference Closes in Doha

Doha, 15 March: The 2nd International Sport Security Conference (ISSC) has concluded today at the Qatar National Convention Centre. The two day event brought together over 400 key decision-makers, experts and practitioners in sport from around the globe.

Addresses were delivered by Mohammed Hanzab, President of the International Centre for Sport Security (ICSS); Hassan Al-Thawadi, General Secretary, Supreme Committee for the 2022 FIFA World Cup Qatar™, and Professor Michael Porter, Bishop William Lawrence Professor at Harvard Business School.

Distinguished panel participants included:

• His Excellency Prince Ali bin Al-Hussein, FIFA Vice President

• Bernard Lapasset, Chairman, International Rugby Board (IRB)

• Haroon Lorgat, Chief Executive, International Cricket Council (ICC)

• Dimitry Mosin, Director of Strategic Planning, 2018 FIFA World Cup Russia™

• Danny Jordaan, CEO, 2010 FIFA World Cup South Africa™

Highlights from the second and final day of the Conference included:

• The signing of a Memorandum of Understand between the ICSS and Germany’s Institute for Fan Culture (IfF). Led by Helmut Spahn, ICSS Chief Executive, the research collaboration with the IfF will actively involve fans from a variety of social groups, sporting organization’s and security experts, to determine why fans exhibit extreme behaviour within a sporting environment, and what can be done to proactively reduce such behaviour at events.

• A keynote address by Khoo Boon Hui, President of Interpol, on the prevention of terrorism at major sporting events.

• A panel session on the London 2012 Olympic and Paralympic Games which examined the key challenges and security considerations for organizers in London with Lord John Stevens, Former Commissioner, Metropolitan Police and Peter Ryan, Security Advisor to the International Olympic Committee.

During the second day of the Conference, the ICSS held a high-level round table meeting with representatives from major sport federations following yesterday’s announcement of Partnership Agreement between the ICSS and the Université Paris I – Panthéon-Sorbonne. The meeting helped to further inform the nature of the Panthéon-Sorbonne collaboration and how the ICSS will work with sporting institutions to combat behaviour which contravenes principles of sporting integrity including match-fixing.

Mohammed Hanzab, President of the ICSS said: “In only its second year, the International Sport Security Conference has brought together over 400 key decision-makers and experts in sport security. We heard from distinguished international speakers who all spoke with commitment and dedication to enhancing safety and security in the world of sport. The ICSS also signed important partnership agreements with the Pantheon-Sorbonne University on sporting integrity and Germany’s Institute for Fan Culture on understanding and addressing the psychology of extreme behaviour at sporting events. There are important learnings to take from the last two days and we look forward to working with our partners, with sporting federations and organizing committees from around the world in staging safer major sporting events.”

Helmut Spahn, Executive Director of the ICSS added: “The first International Sport Security Conference in March last year brought together 150 attendees. In 2012, we have attracted over 400 sport and security practitioners from around the world. We thank all our speakers and delegates for joining us and we look forward to welcoming them back next year.”

ختام فعاليات المؤتمر الدولي الثاني للأمن الرياضي في الدوحة

الدوحة، 15 مارس: اختتمت فعاليات المؤتمر الدولي الثاني للأمن الرياضي (ISSC) اليوم في المركز الوطني للمؤتمرات بقطر.

وقد ضمَّ المؤتمر الذي امتد على مدى يومين أكثر من 400 شخصية من كبار صنَّاع القرار والخبراء والمهتمين بالرياضة من جميع أنحاء العالم.

وألقى الكلمة كل من محمد حنزاب، رئيس المركز الدولي للأمن الرياضي (ICSS)، وحسن الذوادي، أمين عام اللجنة العليا لقطر 2022، والأستاذ مايكل بورتر، الأستاذ في بيشوب وليام لورانس بكلية هارفارد للأعمال.

وكان من بين أبرز المشاركين في جلسات النقاش:

• صاحب السعادة الأمير علي بن حسين، نائب رئيس الاتحاد الدولي لكرة القدم FIFA

• بيرنارد لاباسيت، رئيس المجلس الدولي للرجبي (IRB)

• هارون لورجات، الرئيس التنفيذي للمجلس الدولي للكريكت (ICC)

• ديميتري موسين، مدير التخطيط الاستراتيجي لكأس العالم روسيا 2018

• داني جوردان، الرئيس التنفيذي لكأس العالم 2010 في جنوب أفريقيا

ومن بين الأحداث الهامة التي وقعت في اليوم الثاني والأخير من انعقاد المؤتمر:

• توقيع مذكرة تفاهم بين المركز الدولي للأمن الرياضي والمعهد الألماني لثقافة المشجعين (IfF). حيث سيشمل التعاون في إجراء الأبحاث مع معهد ثقافة المشجعين، تحت إدارة هيلموت شبان المدير التنفيذي للمركز الدولي للأمن الرياضي، على المشجعين من مختلف الفئات الاجتماعية والمنظمات الرياضية وخبراء الأمن لتحديد الأسباب التي تدفع المشجعين للتعصب في البيئة الرياضية ومعرفة الإجراءات التي يمكن اتخاذها للحد من هذه السلوكيات في الأحداث الرياضية.

• ألقى كو بون هوي، رئيس الإنتربول، خطابًا هامًا حول التصدي للإرهاب في الأحداث الرياضية الكبرى.

• عقدت جلسة نقاش عن أوليمبياد 2012 والألعاب الأوليمبية للمعاقين، وتناولت هذه الجلسة التحديات الرئيسية والاعتبارات الأمنية التي يتخذها المنظمون في عين الاعتبار في الحدث الذي ستشهده لندن، ودار النقاش مع لورد جون ستيفنز، المأمور السابق في شرطة العاصمة لندن، وبيتر ريان المستشار الأمني للجنة الأوليمبية الدولية.

وعقد المركز الدولي للأمن الرياضي، في اليوم الثاني من المؤتمر، اجتماعًا هامًا رفيع المستوى مع ممثلي الاتحادات الرياضية الرئيسية بعد الإعلان في اليوم الأول عن اتفاقية الشراكة بين المركز الدولي للأمن الرياضي وجامعة باريس الأولى – بانتيون سوربون. وساعد هذا الاجتماع في توضيح طبيعة التعاون مع بانتيون-سوربون بشكل أعمق وتوضيح الكيفية التي سيعمل بها المركز الدولي للأمن الرياضي مع المؤسسات الرياضية لمواجهة السلوكيات التي تخالف مبادئ النزاهة الرياضية بما في ذلك التلاعب بالنتائج.

صرح محمد حنزاب، رئيس المركز الدولي للأمن الرياضي، قائلاً: “على الرغم من أن هذا هو العام الثاني فقط للمؤتمر الدولي للأمن الرياضي، إلا أن عدد الحاضرين تجاوز 400 شخصية من كبار صناع القرار والخبراء في مجال الأمن الرياضي. ولقد استمعنا اليوم لمتحدثين بارزين من مختلف أنحاء العالم، ألقوا كلمتهم بكل التزام وتقدير من أجل تعزيز الأمن والأمان في عالم الرياضة. وكذلك وقع المركز الدولي للأمن الرياضي اتفاقية شراكة هامة مع جامعة بانتيون-سوربون حول النزاهة الرياضية واتفاقية أخرى مع المركز الألماني لثقافة المشجعين من أجل فهم الحالة النفسية التي تؤدي لظهور السلوكيات المتعصبة في الأحداث الرياضية وكيفية التحكم بها. لقد كان هناك الكثير من الدروس المستفادة في آخر يومين ونحن نتطلع إلى العمل مع شركاءنا ومع الاتحادات الرياضية واللجان المنظمة من مختلف أنحاء العالم من أجل استضافة الأحداث الرياضية الكبرى بشكل أكثر أمانًا.”

وأضاف هيلموت شبان، المدير التنفيذي للمركز الدولي للأمن الرياضي، “لقد حضر في المؤتمر الدولي الأول للأمن الرياضي الذي عقد في العام الماضي 150 شخصًا. وفي 2012، نجحنا في جذب أكثر من 400 شخصية من المهتمين بالرياضية والأمن من مختلف أنحاء العالم لحضور مؤتمرنا. ونحن نشكر كل من ألقى كلمة وكل النواب الحاضرين للانضمام معنا ونتطلع إلى التشرف بحضوركم مرةً أخرى في العام القادم”.
