OCM’s President’s New Year Statement 2012
As year 2012 ends and a new year begins, it is customary to reflect on the past year and review the in-coming new year.
2012 being an Olympic Games year was a busy and exceptionally challenging year for OCM in general and the athletes and the National Sports Associations. The main challenges were to win Malaysia’s first Olympic Games gold medal in London, achieve the best results in an Olympic Games and to have the biggest Contingent of athletes qualifying for the Olympic Games.
Although the Malaysian Contingent did not win an Olympic Games gold medal, the two Olympic medals at the London 2012 Olympic Games, a silver medal through Dato’ Lee Chong Wei in the Men’s Singles event in Badminton and a bronze medal through Pandelela Rinong in the Women’s 10m Platform Diving event, equaled the best results in an Olympic Games achieved by a Malaysian Contingent, 16 years ago, at Atlanta 1996 Olympic Games.
In addition, a number of the Malaysian Olympians, such as Archer Khairul Anuar reached the quarter final and finished 6th overall. Track Cyclist Azizulhasni Awang, finished 6th and 8th in the men’s Keirin and Sprint respectively. The Men’s Badminton Doubles pair of Koo Kien Keat and Tan Boon Heong was fourth. The Diving team achieved good results, with the Women’s Synchronized 10m Platform pair of Pandalela Rinong and Leong Mun Yee finishing in 7th position, Pandalela Rinong and Cheong Yun Hoong finishing in 8th position in the Women’s Synchronized 3m Springboard event and Bryan Nickson and Huang Chiang finishing 8th in the Men’s Synchronized 3m Springboard event.
To top it all, Dato’ Nicol Ann David brought 2012 to a perfect end by winning her 7th Women’s World Open Title in Cayman Islands on 21st December 2012, to become the player to win the most World Open titles in Squash.
In 2012, OCM also participated in the 3rd Asian Beach Games in Haiyang, China as well, where a number of less popular sports, such as Motorised Paragliding, Water Skiing, Woodball had the opportunity to participate in a multi-sports Games at Asia level.
In addition in April 2012, OCM organized the Olympic Council of Asia Regional Forum and the Asian Continental Seminar on the Olympic Values Education Programme (OVEP). Another proud achievement of Olympic Council of Malaysia in 2012, was winning the right to host the 127th IOC Session in 2015 in Kuala Lumpur.
The 12th OCM Annual Conference was held on 10th march 2012, under the theme of “Developing the Capacity of National Sports Associations (NSAs)”, with the objective of improving and strengthening the NSAs in order for them to perform their role better in the development of their sports. The main speaker was Prof. Leigh Robinson, of the University of Stirling, the Lead Consultant of the Research Study on the “Developing the Malaysian Sport Industry”, which was carried out by the Ministry of Youth and Sports Malaysia in 2011.
As a result of the recommendations at the 12th OCM Annual Conference, Y.B. Dato’ Seri Ahmad Shabery Cheek, Menteri Belia dan Sukan, presented administration grants totaling RM1.5 million to 42 National Sports Associations, affiliated to OCM recently, on 4th December 2012. The grants to the National Sports Association will certainly enable them to be more effective and efficient in carrying out their responsibility of developing their sports.
During the year, OCM continued with its programme to assist the National Sports Associations (NSAs) affiliated to OCM, to improve the governance of their associations. Financial grants, from part of the surplus funds accrued during the year were awarded to the NSAs, for the fourth consecutive year. In addition, the OCM Trust Fund continued to disburse grants to NSAs for approved sports development activities, based on applications for assistance.
For the Year 2013, OCM will be involved in the following five multi-sports Games:-

• 3rd Islamic Solidarity Games 2013 – 6th to 17th June 2013 at Riau Province, Indonesia.
• 4th Asian Indoor & Marshal Arts Games 2013 – 29th June to 6th July 2013 at Incheon, Korea.
• 2nd Asian Youth Games 2013 – 16th to 24th August 2013 ay Nanjing, China.
• 27th SEA Games 2013 – 11th to 22nd December 2013 in Nay Pyi Taw, Yangon, Mandalay (Women’s Football), and Pathein Township (Ngwesaung Beach) for Sailing.
OCM will continue to discuss with the Sports Commissioner’s Office on the proposed amendments to the Sports Development Act 1997. Discussions on the proposed amendments had been in progress over many years and to date, not much has been achieved. It is hoped that consensus could be reached in the first half of 2013, so that sports development could be more harmonious.
OCM will pursue further on implementing some of the recommendations of the Study on Developing the Malaysian Sport Industry, carried out in 2011, which are relevant and have beneficial to OCM. The Study was carried out for the following five very important topics.
• An evaluation of the capacity and functioning of NSAs.
• A benchmarking of the sport industry in Malaysia.
• An evaluation of sport retailing.
• An investigation into financial management models.
• The sponsorship of Malaysian sport.
One important task of OCM is to implement one of the recommendations of the Study on the need for the National Sports Associations to prepare their strategic plans focusing on the development of their capabilities in order to develop their sports more effectively and efficiently.
Other equally important tasks of OCM in 2013 are the organisation of the 127th IOC Session to be held in 2015 and the preparation of a proposal for Government’s approval to host the 29th SEA Games in 2017. With the above tasks and activities, OCM looks forward to another exciting and challenging year.
Finally, I wish to thank the Government of Malaysia, in particular the Hon. Minister of Youth and Sports Malaysia, YB Dato’ Sri Ahmad Shabery Cheek for the support for sports development in general and OCM in particular. I would also like to thank all the NSAs affiliated to OCM, the OCM Board members and the staff of OCM, for their dedication and hard work throughout the year and to wish the whole sports fraternity a Happy New Year and a successful 2013.

16th National Olympic Academy Session for Young Participants 2013
The 16th National Olympic Academy Session for Young Participants will be held from Monday, 25th February (arrival) to Friday, 1st March 2013 (departure), at Wisma OCM, Kuala Lumpur. NSAs are requested to support the 16th NOA Session and encouraged to nominate a young male and a young female representative to attend the Academy Session. The best Malaysian male and the best Malaysian female participant from the representatives of the NSAs, affiliated to OCM, will be selected to participate in the International Olympic Academy Session in Olympia in mid 2013. —- OCM
