The ICSS and Pantheon-Sorbonne University announce agreement to address match-fixing in sport

Doha, March 14, 2012: The International Centre for Sport Security (ICSS) and the Université Paris I – Panthéon-Sorbonne have today announced a partnership agreement that will work to combat behaviour which contravenes principles of sporting integrity including match fixing.

The announcement and signing of the Partnership Agreement was made on the first day of the 2nd International Sport Security Conference [14 – 15 March] taking place in Doha, Qatar. The Conference has brought together over 300 key decision-makers, experts and practitioners in sport from around the globe. The Université Paris I – Panthéon-Sorbonne has one of the world’s leading International Public Law and Sports Law Faculties whilst the ICSS is an international not-for-profit institution that helps to combat security and integrity issues in sport by offering research, training and consultancy services to governments, event organizers and sporting institutions.

The collaboration is the first of its kind in the world and will create a central hub for knowledge gathering and information sharing with international sporting federations to promote and support global sporting integrity.

Key aspects of the collaboration include:

The creation of a jointly run Sporting Integrity research initiative which will manage several programs with the ultimate goal of achieving the international harmonisation of standards and regulations associated with match-fixing, doping, illegal betting, and all aspects of sporting integrity.

Extensively consulting with key decision-makers from various sporting federations in order to provide long-lasting, pertinent and innovative solutions to stop the proliferation of match-fixing.

The establishment of a Masters Programme which will be overseen by Sophie Dion, the Head of the Sports Law Faculty at the Université Paris I – Panthéon-Sorbonne. Ms Dion is also the Sport Advisor to the French President.

Sporting integrity is at the centre of our sport security efforts and this partnership will ensure that that we are able to provide expert advice to assist international sporting federations and bodies in their ongoing efforts to address the scourge of match-fixing and other illegal sporting activity.”

Laurent Vidal, Professor of Public Law at Université Paris 1 – Panthéon-Sorbonne, and Chair of the Scientific Committee of the ICSS-Sorbonne Sporting Integrity Working Group said: “Today is an important step in our efforts to further the work of the University in sporting integrity across the world. Together with the ICSS we will now be in a position to develop research programmes that will help us achieve our stated aim of international conformity of regulations that address illegal sporting activity such as match-fixing. We look forward to working with the ICSS in this important area.”

The ICSS and Université Paris I – Panthéon-Sorbonne partnership will be guided by an experienced Scientific and Advisory Committee including:

· Denis Oswald, Associate Professor of the University of Neuchâtel, Switzerland. Associate Professor Oswald will chair the Advisory Committee. He is also Director of the International Sports Study Centre (CIES) and a Member of the IOC’s Sports Arbitration Tribunal

In 2012, the ICSS commenced research collaboration with the Institute for Fan Culture (IfF) in Germany. The new academic institution is led by Prof. Dr. Harald Lange (Dept. of Sport Science at the Julius Maximilian University Würzburg), in cooperation with the co-establisher Dr. Phil. Martin Thein. The new venture is part of the ICSS’s ongoing work to develop and share knowledge within the field of sport security and will actively involve fans from a variety of social groups, as well as leading sporting organization’s and security experts, to determine why fans exhibit extreme behaviour within a sporting environment.

إعلان اتفاقية بين المركز الدولي للأمن الرياضي وجامعة بونتيون سوربون لمواجهة التلاعب بالنتائج في الرياضة

الدوحة، 14 مارس: أعلن المركز الدولي للأمن الرياضي (ICSS) وجامعة باريس الأولى – بونتيون سوربون اليوم توقيع عقد شراكة للعمل معًا لمواجهة أي سلوك قد ينتهك قواعد النزاهة الرياضية بما في ذلك التلاعب بالنتائج.

وجاء توقيع اتفاقية الشراكة والإعلان عنها في اليوم الأول من مؤتمر الأمن الرياضي الدولي الثاني (14-15 مارس) والذي عُقد في العاصمة القطرية – الدوحة- وتواجد في المؤتمر أكثر من 300 شخص من أبرز صانعي القرارات والخبراء والممارسين في مجال الرياضة من جميع أنحاء العالم. ويتم بث المؤتمر على الهواء مباشرة عبر الإنترنت على: www.theicss.org/multimedia/streaming/

وتضم جامعة باريس الأولى – بونتيون سوربون – كليات رائدة على مستوى العالم في مجال القانون الدولي العام وقانون الألعاب الرياضية، بينما يُعرف المركز الدولي للأمن الرياضي ICSS بأنه منظمة غير ربحية تقدم المساعدة لمواجهة المشكلات المتعلقة بالأمن والنزاهة في الرياضة من خلال تقديم خدمات أبحاث وتدريب وخدمات استشارية إلى الحكومات والمؤسسات ومنظمي الأحداث الرياضية.

تشمل الجوانب الرئيسية لهذا التعاون:

· إنشاء مبادرة لأبحاث النزاهة الرياضية يتم إدارتها بالتعاون بين الطرفين ويكون الغرض منها إدارة عدة برامج يكون هدفها الرئيسي هو تحقيق التوافق الدولي للمعايير والتشريعات ذات الصلة بالتلاعب في النتائج وتعاطي المنشطات والمراهنات غير القانونية وكل الجوانب المتعلقة بالنزاهة الرياضية.

· التشاور على نطاق واسع مع صناع القرار الرئيسيين من مختلف الاتحادات الرياضية من أجل تقديم حلول دائمة ذات صلة بالموضوع ومبتكرة لوقف انتشار التلاعب بالنتائج.

· إنشاء برنامج للحكام يشرف عليه سوفي ديون، رئيسة كلية القانون الرياضي في جامعة باريس الأولى – بونتيون سوربون، والجدير بالذكر أيضًا أن السيدة ديون هي المستشارة الرياضية للرئيس الفرنسي.

صرح محمد حنزاب، رئيس المركز الدولي للأمن الرياضي، قائلاً: “نحن سعداء بإعلان تعاون المركز الدولي للأمن الرياضي مع جامعة بونتيون سوربون في مؤتمرنا السنوي الثاني. إن مهمتنا هي تعزيز الأمن والسلامة في مجال الرياضة من خلال مواجهة المشاكل الحقيقية بشكل استباقي وتقديم أفضل الخدمات التدريبية والبحثية والاستشارية، فالنزاهة الرياضية هي محور الجهود التي نبذلها في مجال الأمن الرياضي، وستضمن هذه الشراكة قدرتنا على تقديم النصح الاختصاصي لمساعدة الاتحادات والكيانات الرياضية الدولية في جهودها المستمرة لمواجهة خطر التلاعب بالنتائج وغيرها من الأنشطة الرياضية غير القانونية”.

قال لوران فيدال، أستاذ القانون العام في جماعة باريس الأولى – بونتيون سوربون- ورئيس اللجنة العلمية لمجموعة عمل النزاهة الرياضية بالمركز الدولي للأمن الرياضي-سوربون: “اليوم هو خطوة مهمة نحو الأمام في إطار الجهود التي نبذلها للتوسع في النشاط الذي تقوم به الجامعة لتحقيق النزاهة الرياضية نحو مناطق أخرى من العالم، فالعمل مع المركز الدولي للأمن الرياضي سيجعلنا في وضع يسمح لنا بتطوير برامج الأبحاث التي ستساعدنا على تحقيق هدفنا المقرر بالامتثال الدولي للتشريعات التي تواجه الأنشطة الرياضية غير القانونية مثل التلاعب بالنتائج، ونحن نتطلع إلى العمل مع المركز الدولي للأمن الرياضي في هذه النقطة الهامة”.
