The International Paralympic Committee (IPC) has announced that the Brazilian Powerlifter Claudemar Santin has been suspended for two years for an Anti-Doping Rule Violation. Santin returned an adverse analytical finding for Tamoxifen and its metabolites 4-hydroxytamoxifen and N-desmethyltamoxifen in a urine sample provided on 18 November 2011 during the 2011 Parapan American Games in Guadalajara, Mexico.
This substance is included on the World Anti-Doping Agency (WADA) 2011 Prohibited List under the Hormone Antagonists and Modulators category and is consequently prohibited under the IPC Anti-Doping Code. Santin explained that the use of the Prohibited Substance was for health reasons and he did not believe that the substance would improve his performance. The athlete was given the opportunity, but did not disclose the use of this substance to the support staff available to him in the lead up to or during the competition.
In accordance with the IPC Anti-Doping Code, Claudemar Santin will serve a two year suspension for the offence beginning on 8 December 2011; the date from which he was notified of his Anti-Doping Rule Violation. All results obtained from the date of the competition on 18 November 2011 and onwards, will be disqualified with all the resulting consequences including forfeiture of any medals, points and prizes. A financial sanction of? 1,500 was also imposed on the athlete.
The IPC would like to highlight the importance of communication between athlete and athlete support personnel. It is the responsibility of both the athlete and the athlete support personnel to be knowledgeable of and comply with all Anti-Doping rules and policies. As a signatory of the World Anti-Doping Code (WADC), the IPC remains committed to a doping free sporting environment at all levels. The IPC, together with the International Federations and the National Paralympic Committees, established the IPC Anti-Doping Code to prevent doping in sport for Paralympic athletes, in the spirit of fair play.
