IAAF Council Meeting, London 2012

London – UK, July 31, 2012: IAAF President Lamine Diack chaired the traditional Olympic Games meeting of the IAAF Council which took place today in the Pullman Hotel, St. Pancras, adjacent to the British Library Conference centre in which the IAAF Offices are based during the Games of the XXX Olympiad, London 2012.

President Diack opened the day’s proceedings and invited one of his Vice-Presidents Sebastian Coe, the Chairman of the LOCOG, the Games’ organising committee, to deliver an address to his Council colleagues. This was a special moment for Athletics, because as the President remarked, “we are delighted that the Chairman of LOCOG is ‘One of Us’ and we are very confident that London will deliver a tremendous edition of athletics’ programme.”

Coe in turn reminded his Council colleagues that seven years ago President Diack had said he had to him that he had one mission, that his greatest contribution to the promotion of Athletics would be his delivery of successful Games. He thanked his colleagues for their continued support in helping him achieve that aim and their understanding that on this occasion his wider Games’ responsibilities regrettably made it impossible to stay long at today’s Council meeting.

Reemphasising the close bonds between Athletics and the Olympics, President Diack then reaffirmed that 2012 is special for the IAAF as it marks 100 years of the Association’s existence and that so many of our wonderful athletes and memories have come from the Olympic Stage. “Our shared experiences and common destiny makes Athletics and Olympics synonymous”.

IAAF Congress

As reported during the Istanbul March Council Meeting, with the President’s aim of having a prospective open and interactive Congress in 2013, the Working Group led by Abby Hoffman, with José Maria Odriozola and William Bailey, has continued to work on a new structure for the Congress with the idea of introducing a “Forum” element to engage the IAAF Member Federations in a series of dialogues on current issues and challenges facing athletics.

Strategic Review

The strategic review is now under way with Hansjörg Wirz and Abby Hoffman representing the Council in the internal steering committee led by the General Secretary and including the Director of the Executive Office of the IAAF President, the Deputy General Secretary/Director of Communications and the Corporate Services Director.

The first of the 3 phases of the strategic review is under way with the analysis of:

past and current strategic projects and programmes (including the Athletics World Plan);

the IAAF Office’s current organisation and perceived ways of improvement.

Competitions

Olympic Games – London 2012

For the first time, the IAAF is exchanging competition statistics data with the Organisers of the Olympic Games (LOCOG) to feed their Athletes’ Entries database and on-line entry system before the Olympics, and getting back the results during the Games.

Since the March 2012 Council Meeting the following Site Visits have taken place:

20-22 April 2012–General Secretary & President’s Office

5-7 May 2012–Test Event supervised by the Technical Delegates: Robert Hersh (USA), William Bailey (AUS) and José Maria Odriozola (ESP)

Participation – as at 31 July 2013

200 NOCs submitted Final Entries, with the following four NOCs not sending athletes to London: Aruba, Bhutan, Luxembourg and Nauru.

At the closing date for the Final Entries (9 July 2012), the following athlete had been entered: 1163 Men and 1073 Women for a total of 2236 athletes entered to compete in the sold-out Olympic Stadium.

TV Ratings of IAAF World Championships

TV coverage for Istanbul 2012 and Saransk 2012 were respectively 83,371,000 viewers (171 countries) and 5,906,000 viewers (75 countries).

Future IAAF Championships

World Championships – Moscow, Russia – 10-18 August 2013

The Organising Committee provided a Progress Report.

Since the March 2012 Council Meeting, the following Site Visits took place:

18/19 April 2012 – 2nd Coordination Commission led by Coordination Commission Chairman Sergey Bubka

12/13 June 2012 – Technical Visit

Also, a Sponsorship Workshop hosted by the LOC was held on 15 June 2012.

Council approved the Medals and Poster for the championships.

World Championships, London 2017, 5 – 13 August.

UK Athletics and the City of London have established their LOC structure in the form of a company limited by guarantee. The Board of Directors will be chaired by UKA President Ed Warner, with an IAAF representative to be nominated.

Council approved the dates of the Championships as follows:

5 – 13 August 2017.

World Youth Championships – Donetsk, Ukraine – 10-14 July 2013

Since the March 2012 Council Meeting, the 1st General and Technical Site Visit took place on 15/16 May 2012. The Council approved the entry standards and timetable for the competition which takes place from Wednesday 10 to Sunday 14 July.

Anti-Doping

IAAF Doping Control Programme (as of end June 2012)

In-competition testing: 846 urine tests (including 424 EPO analyses);

Pre-competition testing: 549 Blood Passport tests mainly for haematological profiling and also endocrine screenings (for the Athletes Biological Passport);

Out-of-competition testing: 816 urine tests including 432 EPO analyses and 50 IRMS analyses;

Athletes Registered Testing Pool, currently includes 554 athletes from 43 Member Federations, for the IAAF out-of-competition testing programme.

Anti-Doping Outreach

The IAAF financially supported the implementation of the programme at the recent Asian Junior Championships in Colombo, Sri Lanka (June 2012) and assisted the implementation and management of programme at the World Junior Championships in Barcelona in July.

Code of Ethics

The Juridical Commission’s work in revising the IAAF’s Code of Ethics and drafting various related implementing provisions is on-going. A first draft has been produced since March and an informal meeting will be held of the Commission members present in London to review progress in the project to date. The longer term goal remains to make a full presentation of the revised Code (together with implementing provisions) to the Council at its November meeting.

Certification

Track Facilities

After 16 February 2012, 3 tracks have received Class 1 Certification and 18 Class 2 bringing the current total to 89 holding a Class 1 Certificate and 378 a Class 2 Certificate.

Products

There are currently 1265 items on the list of IAAF Certified Products classified as follows:

130 synthetic track surfacing products;

609 items of competition track equipment (such as e.g. landing beds, hurdles, cross-bars, fixed stadia equipment, etc.);

526 types of competition throwing implements.

High Performance Training Centres (HPTCs)

At present there are 94 athletes training at the 8 HPTCs. A further 6 athletes are training at the IAAF World Jump Centre in Cologne and 4 are training at the IAAF World Pole Vault Centre in Formia, Italy.

Approximately 30 athletes training at the HPTCs are scheduled to participate in the London 2012 Olympic Games.

IAAF International Youth Athletics Conference

As part of the IAAF Centenary programme, the IAAF organized an International Youth Athletics Conference in Barcelona, Spain on 16-17 July 2012 which immediately followed the IAAF World Junior Championships (Barcelona 2012, 10-15 July).

Kids’ Athletics

Kits

From 1 March to 28 June 2012, 163 Kits have been distributed to 10 Member Federations and the 8 IAAF Regional Development Centres.

Lecturers Courses

From 1 March to 28 June 2012 7 RDCs and 7 countries organised IAAF Kids’ Athletics Lecturers’ Courses for 367 participants.

Conventions

The IAAF has drawn up a standard convention that can be used with the relevant government ministries which are interested in the project, depending on the specific situation of each country.

Three conventions have been signed since the March 2012 Council Meeting:

MoU signed between the Ministry of Education of Russia and the IAAF;

Partnership with CONFEJES (Sport Association for French speaking nations);

Agreement with University of Sports of Baghdad IRQ;

The Kids’ Athletics Competition Guide has been translated into three additional languages: Khmer (Cambodia), Macedonian and Serbian (to date, 24 translations are available).

Liechtenstein

The Member Federation of Liechtenstein, the Liechtensteiner Turn und Leichtathletikverband (LTLV) (the Liechtenstein Gymnastic and Athletic Association) informed IAAF that it has separated its two disciplines into separate legal entities and that it is therefore withdrawing its membership of the IAAF with effect from 31 December 2012.

The new entity for Athletics – the Liechtensteiner Leichtathletikverband (LLV) – is recognised by the LTLV as having responsibility for Athletics in the principality and will make a written application for membership of the IAAF by 1 January 2013.

Council shall have the power to elect the new entity to membership on a provisional basis that would have to be confirmed by special majority at the 2013 Moscow Congress. —- IAAF
